The FY2024 Book Translation Program is a small-grants opportunity run by the Public Affairs Section of the U.S. Embassy in Kyiv to help Ukrainian publishers translate American books from English into Ukrainian and publish them for Ukrainian audiences. The overall purpose is public diplomacy and practical knowledge sharing: the Embassy is looking to support translations that can contribute to Ukraine's economic, social, and educational reform efforts by making high-quality American-authored, U.S.-published works accessible to students, professionals, policymakers, and the broader public. Once published, these translated books are intended for distribution to universities and schools, libraries, government organizations and ministries, NGOs, media outlets, and other selected institutions. In choosing which projects to fund, the Embassy emphasizes the relevance, timeliness, and quality of the proposed title(s), along with how well the publisher plans to reach target audiences.

Eligibility is limited to Ukrainian non-profit and non-governmental publishers. Commercial publishers are generally not eligible, unless they can apply through a non-profit division that is truly separate and qualifies as a non-profit under U.S. or Ukrainian law. Publishers from third countries are not eligible. The program is specifically designed for Ukrainian entities that can credibly manage rights, translation, publication, and outreach in Ukraine.

The program prioritizes translations that draw on U.S. expertise and experience in ways that are useful for reform and resilience in Ukraine. The Embassy lists a wide range of eligible themes, including American institutions and values; urban planning; strengthening the rule of law and combating corruption; foreign policy and security studies; entrepreneurship and economic development; countering disinformation; elections and political processes; U.S.-Ukrainian relations; Ukrainian and regional history; conflict resolution; post-traumatic stress disorder and trauma; and studies of visual and performing arts. It also explicitly welcomes young adult and children's literature (both fiction and nonfiction, including comics and graphic novels), as well as literary fiction and scripts of American plays or musicals. For fiction in particular, preference goes to works that highlight meaningful connections between U.S. and Ukrainian society or otherwise resonate with contemporary Ukrainian reality.

Funding is available in grants of up to USD 10,000 per project (the award ceiling), subject to the availability of funds, with an expectation of around 10 awards. Allowable expenses must be directly tied to the translation and publication effort and may include copyright-related costs, pre-publication work such as translation, printing, and public events that promote the book and spark discussion of its themes. Outreach can include book launch events, promotional programs, and speaking engagements with the author either in person or by video conference. The program also allows costs connected to promotion at Ukrainian book festivals, as well as reasonable travel and accommodation for authors, and advertising tied to a launch. At the same time, there are clear restrictions: the Embassy will not fund food or beverages for public outreach events, and it will not reimburse any costs incurred before the official grant period begins (no pre-award costs). Applicants are encouraged, though not required, to bring in-kind support or coordinate co-funding with other donors.

Projects can run for up to 12 months. The solicitation states an applications-due date of July 31, 2024 for consideration, while also noting that applications are accepted from February 14, 2024 through August 15, 2024 and reviewed on a rolling basis by an Embassy grants committee. Proposed projects should plan to start no earlier than September 1, 2024 and no later than November 1, 2024. The start date is defined as the beginning of planning and coordination work, which comes before the translation work and any public events.

Applications must be submitted by email in English to KyivPDBookTranslations@state.gov (also referenced as KyivBookTranslations@state.gov in the notice) or to the program coordinator at KrekotenOV@state.gov. The email subject line is expected to follow the format "Book Translation Program Title of Book, Name of Ukrainian Publisher." The application package (available via the Embassy website page for current grants) asks for detailed information about the applicant publisher, including organizational capacity, relevant experience, and prior grants; information about partner organizations if any; a project narrative explaining why the selected book matters, who the intended audience is, and how the publisher will market and distribute it; a schedule with key completion dates; and a detailed line-item budget using the required template. The notice stresses accuracy and completeness and warns that missing required information can lead to disqualification, and that false or misleading statements can disqualify an applicant from this and future U.S. Government public diplomacy grant competitions. The purchase of alcoholic beverages is explicitly prohibited.

Required attachments include, when applicable, a list of grants received in the last five years (from the U.S. Government or other donors) with dates, amounts, donors, and themes, plus resumes for key personnel or participants. Like most U.S. federal assistance programs, administrative readiness matters: before an award can be made, organizations must have a Dun and Bradstreet number (DUNS), a CCR/NCAGE code, and an active registration in SAM.gov, which must be kept current and renewed annually. The notice emphasizes that SAM registration can take significant time and encourages applicants to start early; it also includes a specific note that Ukrainian entities registering in SAM should not submit a notarized letter appointing their Entity Administrator.

Proposals are evaluated by the Embassy Public Diplomacy Grants Committee using three main lenses: the strength of the project plan (including clear objectives tied to reform impact and strong marketing/distribution, with extra weight given to public events in different regions), the applicant's organizational capacity (management structure, staffing, and demonstrated ability to deliver), and the reasonableness and realism of the budget in relation to the planned activities. The budget is expected to align with U.S. government cost principles (referencing 2 CFR 200.306 and related guidance), and while cost sharing is encouraged, it is not a requirement.

Finally, the opportunity includes standard federal disclaimers. Applicants should generally expect a status notification within about 60 days of the submission deadline, but submitting does not guarantee an award. The U.S. Government may reject any or all proposals, does not pay proposal preparation costs, may adjust proposed budgets up or down as part of the review process, and does not commit to any future funding beyond a selected award.
