Opportunity Information: Apply for FOA ILAB 19 01

The U.S. Department of Labor, Bureau of International Labor Affairs (ILAB) is offering funding through FOA ILAB 19 01 to support technical assistance aimed at helping governments better tackle child labor and/or forced labor, while also addressing violations of acceptable conditions of work. ILAB is making about $10,000,000 available in total, split into two cooperative agreements with a maximum of $5,000,000 each. One award is intended for a project in Asia and the other for a project in Sub-Saharan Africa. Because these are cooperative agreements, the expectation is that the recipient will work closely with USDOL/ILAB during planning and implementation rather than operating entirely independently.

The overall goal is to strengthen government capacity, with three main outcomes driving the work. First, projects should lead to stronger enforcement of laws, regulations, and/or policies related to child labor and/or forced labor, as well as acceptable conditions of work. Second, projects should improve assistance and service delivery for victims, meaning practical improvements in identification, referral, protection, and support systems for children and adults affected by exploitative labor situations. Third, projects should build and reinforce partnerships that speed up progress, such as coordination among labor inspectorates, justice-sector actors, social service agencies, local government units, and other relevant stakeholders. While an applicant can focus on child labor only, forced labor only, or both, the proposal must also address acceptable conditions of work as part of the overall strategy.

Geographically, each award has required anchor countries and then at least one additional country to be determined later. The Asia project must work in the Philippines and at least one other Asian country. The Sub-Saharan Africa project must work in Kenya and at least one other country in Sub-Saharan Africa. A key budgeting restriction is that applicants cannot budget more than $1,500,000 for activities in the Philippines (for the Asia application) or more than $1,500,000 for activities in Kenya (for the Africa application). Applicants are also not allowed to name or propose any additional countries beyond the Philippines or Kenya in their applications. Instead, USDOL will select the additional country or countries after the award is made, in consultation with the recipient, based on where current capacity needs best fit the outcomes and framework described in the announcement. The workplan details and budgets for those additional countries are expected to be finalized in the first months of implementation and will require USDOL approval, with the understanding that the scale, duration, and funding levels could differ from one additional country to another.

The period of performance can be up to four years (48 months) from the award effective date. Organizations may apply for one cooperative agreement or for both, but if applying for both regions they must submit two separate applications and keep each application capped at $5,000,000 in total costs. ILAB also notes that if the same applicant is selected for both awards, USDOL reserves the right to issue a single cooperative agreement that covers more than one region, which can affect how the funding relationship is structured even though the work would still address both regional project requirements.
